Author Biography

Phillip M. Messina is a long-time public sector leader with over 31 years of municipal experience including 28 years as a city manager/city administrator in Washington and Oregon., and most recently as an interim administrator in Alaska. Currently living in the Seattle area and looking forward to his next public sector experience.
